I've been doing some research on how to add content ratings to websites and the results are not very promising. It seems that the whole content filtering system is a bunch of independent, non-interoperable standards that vary from adding meta-tags in your header to adding header data to the web server response.

Is there a definitive guide on this subject? All the sites I've visited don't really cover anything for the webmaster, just parents and concerned citizens.

Just to note: The only two "official" standards I've found are the voluntary content rating system and PICS.

PICS is a legacy system now and has been replaced by ICRA, see: ICRA
