I'm looking for a dedicated program that works like Dreamweaver's Site Manager.

Basically you can define a "Project Site" and the Site Manager will build an index of all the pages as well as all the links inside the pages.

So if you rename a page, then all links that reference that page will automatically change.

Likewise, you can easily search for any keyword (and replace it) within that project site.

I would prefer a lightweight, dedicated-type software that just does that. I don't need it to edit the page or anything.

Also, ideally it would have a more robust grep-like features in searching as well, like using regular expressions and stuff.

Any suggestions?

Commercial software is fine, though I would prefer it to be under $100 USD.

I think such a program doesn't exists. The features that Dreamweaver's Site Manager has to offer come with an editor or an IDE. Maybe trying another editor would offer a solution, take a look at http://en.wikipedia.org/wiki/Comparison_of_HTML_editors.
