I want to say semantically but I am not sure I fully understand what that means. I remember seeing someone do something like this a head using longitude and latitude.

So, you can use the following, but it's not needed

<meta name="zipcode" content="01234" />

Google does not use this information, and rather just ignores it. Location is determined by many other factors, and Google overall just ignores a number of <meta> tags. Bing only uses the language for determining location. Overall, the <meta name="zipcode" /> is not used very much. Search engines often find that <meta> tags are used to game the system more than anything, so they tend to overlook it for a lot.
