How do I flip horizontal two selections in a single photo, each one over their own axis?

With Photoshop. The two at one time if it is posible.

Unless they are vertically in line it's best to do each section on it's own. Make your first selection. If they are vertically in line hold down shift and make your second selection. From the edit dropdown up top find the 'Free Transform' option and select it (or hit ctrl+T) now right click in the area to be transformed and find and select the 'horizontal flip' option. Re-position as needed. When you are happy hit 'Enter' or click on the check-mark in the tool-options pane. Repeat as needed for other sections of the photo.
