I was trying in both Wordpress and Joomla to build a site with:

  1. The home page is a blog
  2. A horizontal menu on the top, linking to "static" (not blog) pages
  3. Each menu item has a horizontal sub-menu below the main one

But each CMS/template combination I tried didn't allowed this without requiring code customizations.

How to do it with the minimal effort?

  • With WordPress I have achieved goals 1 and 2. With Joomla I achieved the goal number 2. Jader Dias over 6 years ago

Actually you were nearly there with wordpress, you just need to find a theme with all the functionality you require already built in, this is a good place to start: http://wordpress.org/extend/themes/ Most wordpress themes pick up on pages as navigation items so once you've found one you like with a horizontal menu go into your admin and then pages / add new on the left, create a new one and it should appear in the menu! you can even put them into whatever order you want, the home link in the nav will always be a list of posts unless you change the options in settings so you should be ready to go
