The top header bar is not showing in IE7 standard mode. The reason is likely to be another of IE7's bug with floating elements.

The calculated height of the div#header is 216px but it was not set. The floating toplogo, shortcuts DIV somehow never got rendered to the display.

Try specifying the height for the div#header and the child elements should appear.
