I'm specifically interested in something that is like the very fantastic Resharper, only for HTML. For example, I have spent a lot of time developing about 50 different styles for a given ID. The spec changed, and now I need to extract the CSS from this div ID and move them to a class to use them elsewhere. I can use find/replace and a bit of manual work to sort this out, but because this is such algorithmic work, surely someone has created a tool that do this for me. Also, this would cut down on potential errors that could occur due to find/replace and manual work.

i dont know a tool that would do this for you but maybe you could try one of this IDEs (PHPStorm, WebStorm)

Its from the makers of ReSharper so I expect that there will be a feature that has the same functionality like the ReSharper feature you know

Can't you use Firebug to trace the styles for the element? Or if using IE you could hit F12 and bring up the developer toolbar.
