what kind of low price tools are out there to do graphics and logo design for websites. What type of animation tools would you recommend. This is all for html/css designers and non programmers.

I completely agree with Doug's answer above, and would also recommend Gimp

A pencil and a piece of paper. If you can't draw with them you're not going to be able to draw with anything else.

  • Artistic ability and the creative process were not really the point of the original question. Since the questioner explicitly states that the graphics are "for websites," at some point they must be converted into computer files interpretable by web browsers. Doug over 8 years ago
