While working with photoshop to convert psd to html, either using slicing tool is a standard practice or using a marquee tool ? Which one do you suggest? And in html file using tables is a standard practice or using div tags...???

I usually use the marquee because it's easier to crop out just the bits you need, rather than slicing out the entire PSD. Photoshop also tends to give sliced images horrendous file names so even if the cutting is quicker you still need to go back and rename a ton of images. It's also easier to make sprites by manually using the marquee.

Using tables for layout in HTML is absolutely not standard practice, and has not been for many years now. Do not use tables for anything other than tabular data.
